The Newmarket Property Standards, Section 4.7 reads:
Every dwelling and every dwelling unit shall be provided with a heating system capable of maintaining a room
temperature of 21 degrees C (70 degrees F) at 1.5 metres (5 feet) above the floor level in all habitable rooms, bathrooms and toilet rooms.
If your heat is not maintained at least at those temperatures, then first complain to your landlord, then you can call the Town of Newmarket,
either your Councillor or a bylaw inspector, regarding apartment heat by calling (905) 895-5193.

the fine for not removing the snow and ice within 24 is $245.
